CID PROGRESS STATUS

The process to form a City Improvement District (CID) is strictly defined, controlled and monitored by the City of Cape Town (CoCT). 

60% of the property owners in Watergate Village must agree with the business plan, and vote YES in order for the Watergate Village City Improvement District to be implemented.

Inform the Watergate Village community of CID plan.

Engage with CoCT and create Steering Committee of property owners in Watergate Village.

Confirm that 95% of the areas rate bills are in good standing for the process to begin.

Create CID website and e-mail. 

Get the Public Participation Plan and Urban Management Survey (UMS) approved by the CoCT.

Distribute the Urban Management Survey (UMS). The results will form the inputs to the business plan.

Advertise to public and distribute notice to community for first public meeting as guided by approved Public Participation Plan.

Call for the first public meeting to present the CID business plan.

Allow 30-day feedback period from community to submit their inputs to the business plan.

Use the community inputs from first public meeting and adjust the business plan.

Present the final business plan to the community.

Gather volte. 60%+1 needed to proceed with the application for CID formation.

Steering committee to meet with all objectors as outlined in the CID By-Law.

CID volunteers to collect outstanding voter supporting documentation.

City of Cape Town audit votes.

CID Steering Committee co-op potential board members for non-profit company.

City of Cape Town council to vote on the Watergate Village CID submission.

If Watergate Village CID is approved by council. A non-profit company will be formed with steering committee as directors. CID will start to advertise staff roles and interviews.

CID starts with suppliers’ procurement advertisement. RFQs, reviews and selections.

CID appoints staff and suppliers.

CID starts to operate on 1st of July 2026.

First AGM, with appointed board.
